Update on Farm Workforce Modernization Act of 2019

On Nov. 20, the House Judiciary Committee approved the Farm Workforce Modernization Act of 2019 on a party line vote of 18-12. The legislation contains provisions related to alien farmworkers, including provisions establishing a certified agricultural worker status and changing the H-2A temporary worker program. While the bill is a step in the right direction for reforming the current labor visa situation impacting the agriculture industry, the bill does not provide exact details on many programs.

In an email to ARA's Labor working group, ARA Director of Public Policy Danielle Sikes noted that it has been more than 30 years since Congress has passed reforms to the H-2A program, and the bill faces an up-hill battle in the Senate.
