The Senate Homeland Security & Governmental Affairs Committee approved S. 473, the Continuing Chemical Facilities Anti-Terrorism Security Act of 2011, on June 29. 

Senator Tom Coburn (R-Okla.) raised cost concerns with several provisions regarding technical assistance to industry. Senator Collins (R-Maine), ranking member of the committee and bill sponsor, indicated she would work with him to address that issue.

Chairman Joe Lieberman (D-Conn.) and Senator Akaka (Hawaii) among others indicated an interest in including an Inherently Safer Technology (IST) provision in the bill so this debate could likely come up on the Senate floor.
