Air permit issued for new fertilizer manufacturing

The Indiana Department of Environmental Management (IDEM) has issued the required air permit to Ohio Valley Resources LLC (OVR) for a high-tech nitrogen fertilizer plant in Spencer County, Ind. This significant milestone follows OVR's successful bid in early August to have the project site in Spencer County rezoned. Located north of Rockport, the state-of-the-art facility will produce ammonia and urea ammonium nitrate (UAN) solution for fertilizer.

According to Doug Wilson, president/CEO of OVR, "IDEM's approval of the air permit is another major step forward for the OVR plant and the benefits it will bring to the local and regional economies. Once operating, OVR will add much-needed stability to nitrogen supplies and pricing while reducing dependence on products imported to the region. The facility will mean many high-quality jobs, as well. Construction will require approximately 1,200 workers during a three-year period. After its completion, which we project will be in 2016, the plant will employ approximately 80 full-time workers."

OVR applied for the air permit in September 2012, and IDEM held a public hearing in Spencer County on May 15, 2013. "Issuance of our air permit involved careful review by state officials, as well as a great deal of community input," Wilson stated. "It shows that we have met or exceeded all of the required standards."

In addition to employing the best available control technology for its own operations, the nitrogen fertilizer plant will help reduce air emissions from other sources. Some of the ammonia production will serve the local utility markets for NOx control (known as selective catalytic reduction units or SCRs), which reduces emissions in coal-fired power plants and industrial facilities. In addition, the facility will produce diesel exhaust fluid (DEF), a urea solution used to reduce emissions in diesel engines.

Wilson noted that OVR is continuing to finalize work on other construction-related permits. "I greatly appreciate the continued support of State of Indiana and Spencer County officials and still plan to break ground on the plant by the end of the year," he said.
